SB 1304 is a comprehensive package of legislation on law enforcement use of body worn cameras, and reform aimed at improving community relations.
SB 1304 is the bipartisan, bicameral result of various negotiation meetings with and input from interested stakeholders, including law enforcement entities, civil liberties organizations and equipment manufacturers. SB 1304 passed the Illinois General Assembly with bipartisan support, resulting in a vote of 45-5-6 in the Senate and 107-7-3 in the House of Representatives.
The "bullet proof" vest initiative sponsored by Rep. Kelly Burke in the House and Senator Tony Munoz in the Senate has now passed both chambers and is awaiting Governor Quinn's signature.
Senate Bill 3411 the No Ticket Quotas Bill passed out of the Illinois House May 21 by a vote of 106-9. Previously, it passed out of the Illinois Senate by a vote of 57-1. The Bill is being sent to Governor Pat Quinn for his signature.
SB 1922, HA 5 severely weakens retirement security and unfairly burdens workers and retirees COLA Cuts: SB 1922, HA 5 proposes moving Tier 1 workers and retirees onto a Tier 2 cost-of-living adjustment formula, in addition to eliminating three years of COLA increases for current retirees. This is a drastic cut.
Compounding is critical to protect retirees from inflation, especially for city employees and retirees who don’t receive Social Security. The burdens of these cuts are all the more problematic because the City is now in the process of requiring retirees to pay significantly more for their health insurance coverage.
Despite predictions to the contrary, the November 2013 Veto Session was rather lively compared to previous years.
