Illinois Police Officers’ Pension Investment Fund Names Interim Executive Director

Richard A. White has been named interim Executive Director of the Illinois Police Officers’ Pension Investment Fund by the Board of Trustees via a teleconferenced meeting on June 5, 2020. The Illinois Police Officers’ Pension Investment Fund was created by law, signed in December 2019 by Illinois Governor J.B. Pritzker. The Pension Investment Fund is required to consolidate the investment assets of the 353 Article 3 Illinois police pension plans into one statewide investment asset pool no later than July 1, 2022. After the conclusion of the transition period, the Pension Investment Fund will manage an estimated $8.3 billion in assets. 

Richard A. White’s experience spans a forty-two-year career as a public servant with supervisory and executive level experience in law enforcement and public retirement systems. He retired from the Orange County (CA) Sheriff-Coroner Department in 2012. 

During his law enforcement career, Mr. White served as a member of the Board of Trustees on the Orange County (CA) Employees’ Retirement System. He served on the State Association of County Retirement Systems (SACRS) Board of Directors as President and in other capacities. Mr. White was the Retirement Administrator for the Mendocino County (CA) Employees’ Retirement Association following his retirement from law enforcement until February 2014. 

Mr. White earned a Master of Science degree in Human Resources and Organizational Development with an emphasis on Leadership in Police Organizations awarded from the University of San Francisco. Additionally, he has attended numerous professional development courses in both law enforcement and public pensions. 

Mr. White will serve successive one-year terms as interim Executive Director until a permanent executive director is selected by the permanent board of trustees.
